If your friend has low income, being under age 21, he can qualify for Medicaid. I suggest applying immediately with social services in his town. That is the state/federal program managed by your county. The other options are you go to a community health clinic and pay according to your income. Or you can phone a local insurance agent who represents several companies and he can find the best policy for his situation and finances. It wont cost much at his age.

for an 18 yr old, life insurance should be super cheap – I hear radio commercials all the time saying they get a 40 yr old guy $500,000 worth of protection for $21/month – you're not going to find any policy any cheaper no matter how little coverage you want
